In response to an incident in which a public school teacher in Kesennuma City, Miyagi Prefecture, was arrested for attempting to secretly take photographs in a locker room, the city’s Board of Education has instructed each school to prevent similar incidents from happening again. On August 27, a 59-year-old teacher at a school in Kesennuma City was arrested on suspicion of installing a small camera in a female employee’s locker room and attempting to secretly film the student. Principals of 21 elementary and junior high schools in Kesennuma City attended an extraordinary principals’ meeting held in connection with the incident. Some of the meetings were held behind closed doors, and the Board of Education has instructed each school to ensure strict discipline and maintain the morale of teachers and staff. Kesennuma City School Department Director Nobu Sasaki: “We will restore trust and create psychological safety and security for children.” Each school has a school counselor who cares for the mental health of children.
